applicant has the right to file a complaint with the Insurance
Commissioner against that insurer.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

emergency measure, is necessary for the immediate preservation of
the public health and safety, has been passed by a yea and nay
vote supported by the three-fifths of all of the members elected
to each of the two Houses of the General Assembly, and shall take
effect from the date it is enacted.

AN ACT concerning

Annual Corrective Bill

FOR the purpose of correcting certain errors and omissions in
certain articles of the Annotated Code and in certain
uncodified laws; providing that with certain exceptions this
Act is not intended to affect any law other than to correct
technical errors; ratifying certain corrections made by the
publishers of the Annotated Code as authorized by the
General Assembly; codifying an uncodified provision;
providing that certain references shall be deemed to include
certain provisions; authorizing, rather than requiring, the
publisher of the Code of Public General Laws to codify and
publish certain executive orders; legalizing the Codes of
Public Local Laws of Calvert and Somerset counties;
requiring the publishers of the Annotated Code of Maryland
to make certain changes in the Code to effectuate certain
termination provisions; resolving certain inconsistencies
between certain previous enactments concerning blue laws in
Allegany County; requiring the publishers of the Annotated
Code of Maryland to correct certain cross-references;
providing that a certain Act is intended to cure certain
technical defects; requiring the publishers of the Annotated
Code of Maryland to insert certain dates in the text of
certain laws; requiring the publishers of the Annotated Code
to propose and implement a plan for renumbering certain
sections; transferring certain sections of the Annotated
Code; renumbering certain sections of the Annotated Code;
