REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 75 1/2, §
16.

In subsections (a) through (c) of this section, the
defined term "limited license" is substituted for the
former word "temporary permit", for clarity, as
licenses issued under this section are restricted in
scope as well as duration.

In subsection (a)(4) of this section, the phrase "on
the form that the Board provides" is added to state
expressly that which only was implied in the former
law -- i.e., applications for a limited license may be
made only on the form that the Board provides.

Subsection (c)(1) of this section clarifies the former
law by stating expressly that the Board states the
term of a limited license in the license.

Subsection (c)(3) of this section states expressly
that which only was implied in the former law -- i.e.,
a limited license expires on the dates set by the
Board.

14-317. DENIALS, REPRIMANDS, SUSPENSIONS, AND REVOCATIONS --
GROUNDS.

SUBJECT TO THE HEARING PROVISIONS OF § 14-319 OF THIS
SUBTITLE, THE BOARD, ON THE AFFIRMATIVE VOTE OF A MAJORITY OF ITS
MEMBERS THEN SERVING, MAY DENY A LICENSE TO ANY APPLICANT,
REPRIMAND ANY LICENSEE, OR SUSPEND OR REVOKE A LICENSE IF:

(1)  THE APPLICANT OR LICENSEE FRAUDULENTLY OR
DECEPTIVELY OBTAINS OR ATTEMPTS TO OBTAIN A LICENSE FOR THE
APPLICANT OR LICENSEE OR FOR ANOTHER;

(2)  THE APPLICANT OR LICENSEE FRAUDULENTLY OR
DECEPTIVELY USES A LICENSE;

(3)  THE APPLICANT OR LICENSEE PLEADS GUILTY OR NOLO
CONTENDERE WITH RESPECT TO, RECEIVES PROBATION BEFORE JUDGMENT
WITH RESPECT TO, OR IS CONVICTED OF:

(I)  A CRIME INVOLVING MORAL TURPITUDE; OR

(II)  A VIOLATION OF ANY ELECTION LAW OF THE
STATE;
