WILLIAM DONALD SCHAEFER, Governor

4.  The Protocol Officer of the General Assembly;

5.  The State Military Department;

6.  The Administrator of the Star-Spangled Banner Flag
House;

7.  The Maryland Veterans Commission;

8.  The Department of General Services;

9.  The Maryland Historical Society;

10.  The State Archivist;

11.  The Maryland State Police; and

12.  Two public members, nominated by the Secretary of
State.

C.  The Commission shall meet at least once, and additional
times if determined by the Chairperson to be necessary.

D.  The members of the Commission may not receive any
compensation for their services.

E.  The State Archives shall provide staff assistance to the
Commission.

F.  The Commission shall prepare and submit to the Governor
a proposed protocol for the Maryland State Flag.

THE GOVERNOR'S DRUG AND ALCOHOL ABUSE COMMISSION

WHEREAS, Drug and alcohol abuse contributes to the occurrence of
numerous tragedies of contemporary society, including street
crimes, organized crime, school dropouts, suicide, physical
illness, unemployment, family dysfunction, and highway
injuries and fatalities;

WHEREAS, Alcohol related fatalities are the number one cause of
death among teenagers, and at least 38 percent of all
suicides and 50 percent of all child and spouse abuse cases
are related to substance abuse;

WHEREAS, National and state studies have identified a strong link
