(2)  Promoting public information, education, and
participation activities designed to involve citizens in
cleaning up the Chesapeake Bay; and

(3)  Coordinating media campaigns to increase public
awareness and participation in the clean up of the
Chesapeake Bay.

C. The Departments of Agriculture, Environment, and Natural
Resources shall transfer positions, appropriations, and
assets to support the Office.

CHILDREN AND FAMILY SERVICES REFORM PROJECT
(Amends 01.01.1988.11)

WHEREAS, The Children and Family Services Reform Project was
established by Executive Order on June 22, 1988 to begin a
focused pilot project designed to create a model children
and family services system; and

WHEREAS, Changes in the organization of the Governor's Subcabinet
for Children and Youth require appropriate amendments to the
Children and Family Services Reform Project;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY AMEND EXECUTIVE
ORDER 01.01.1988.11 AS FOLLOWS, EFFECTIVE IMMEDIATELY:

A. The Children and Family Services Reform Project is
established within the Executive Department. Its purpose is
to begin a focused pilot project designed to create a model
children and family service system which will:

(1)  Strengthen families' capacities to care for their
children at home;

(2)  Enhance the development, well-being, and care of
special needs children through comprehensive prevention and
early intervention services;

(3)  Provide a continuum of effective care and
treatment for needy or troubled children at home, or in
out-of-home placements, where that is necessary;

(4)  Achieve prompt adoptions, or other supportive
