EXECUTIVE ORDERS
D. Scope of the Subcommittee on Uninsured Persons. Under
the Commission's direction, the Subcommittee shall examine
the problems which individuals who lack health insurance or
have only adequate insurance experience in obtaining needed
health care. The Subcommittee will also examine the effect
which the uninsured and underinsured have on the health care
system. During its first year of operation, the
Subcommittee's highest priorities will include:
(1) A determined of which preventive, primary and
acute care services should be available to all Marylanders
within the financial parameters specified by the Commission.
(2) Development of options for financing health care
for the uninsured and underinsured, and creating financial
and policy incentives to achieve the desired mix of
services;
(3) Review of recommendations from the Alliance for
Responsible Health Care; and
(4) Such other necessary duties as assigned by the
Commission.
E. Scope of the Subcommittee on Long Term Care. Under the
Commission's direction the Subcommittee shall examine the
long term care needs of children and adults in the following
groups: the frail elderly, the severely retarded, the
chronically ill, the chronically mentally ill, substance
abusers, persons with AIDS, and persons in need of
rehabilitative services. During its first year of
operation, the Subcommittee's highest priorities will
include:
(1) A determination of which long term care services
should be available to all Marylanders, within the economic
parameters specified;
(2) Development of options for financing long term
care, and creating financial and policy incentives which
will provide the desired types of services; and
(3) Such other necessary duties as assigned by the
Commission.
F. Scope of the Subcommittee on Mandated Health Insurance
Benefits. Under the Commission's direction the Subcommittee
shall have the following charges:
(1) To investigate the impact of mandated benefit
laws on the people of this State to determine both the
benefits derived from, and the economic and social costs
relating, to these laws;
