WHEREAS, A Group Life Insurance plan offering to State employees
could be provided on an employee pay-all basis, could be
funded entirely by employee contributions, and could be made
part of the State's cafeteria plan in accordance with
Internal Revenue Code Section 125;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY PROCLAIM THE
FOLLOWING ORDER:

A.  The Secretary of Personnel may procure a group life
insurance plan for State employees choosing to participate
that shall be funded solely by contributions of State
employees choosing to participate.

B.  No State expenditures shall be used as a contribution
toward premiums charged by the plan.

C.  Any group life insurance plan selected by the Secretary
of Personnel may be offered to State employees as part of
the State's cafeteria plan during the annual open enrollment
period.

D.  The Secretary of Personnel shall apprise the State
Employees Health Insurance Advisory council of any contract
award by the Department of Personnel to a group life
insurance provider.

CHILDREN AND FAMILY SERVICES REFORM PROJECT
(Amends 01.01.1988.09)

WHEREAS, The Children and Family Services Reform Project was
established by Executive Order on June 22, 1988 to begin a
focused pilot project designed to create a model children
and family services system; and

WHEREAS, An expansion of the subcabinet membership of the
Children and Family Services Reform Project is appropriate
to accommodate an additional representative;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY AMEND EXECUTIVE
ORDER 01.01.1988.09 AS FOLLOWS, EFFECTIVE IMMEDIATELY:
