Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1487.

This bill authorizes the Harford County Liquor Control Board to
proceed under county law against an alcoholic beverages licensee
or an employee of the licensee who sells or furnishes alcoholic
beverages to a person under 21 under certain circumstances.

The Attorney General has advised me that the title of House Bill
1487 is affirmatively misleading and therefore in contravention
of Article III, Section 29 of the Maryland Constitution. A copy
of the Opinion of the Attorney General is attached and should be
considered a part of this veto message.

For this reason, I have decided to veto House Bill 1487.

AN ACT concerning

Harford County - Alcoholic Beverages - Sales

FOR the purpose of authorizing the Harford County Liquor Control
Board to proceed under county law against an alcoholic
beverages licensee or an employee of the licensee who sells
or furnishes alcoholic beverages to a person under 21 under
certain circumstances; and making a technical correction.

BY repealing and reenacting, without amendments,

Article 2B - Alcoholic Beverages

Section 118(a)
