Preamble

WHEREAS, Acquired immune deficiency syndrome, AIDS,
constitutes a serious and unique danger to the public health and
welfare; and

WHEREAS, Public fears and misconceptions of methods of HIV
infection have resulted in discrimination against persons with
the HIV infection; and

WHEREAS, The Human Relations Commission has the authority to
investigate and act upon discriminatory practices by
organizations or institutions directed at HIV infected persons;
and

WHEREAS, The public health will be served by facilitating
informed and voluntary testing for HIV infection; and

WHEREAS, The inability or unwillingness of infected persons
to notify their sexual and needle-sharing partners poses a
serious public health threat; and

WHEREAS, The willful and intentional exposure of others by
an infected person poses a serious public health threat; and
