Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1346.
This omnibus AIDS bill imposes a duty to warn on physicians,
requires testing of inmates, mandates AIDS education for rescue
personnel, makes it a misdemeanor to knowingly transfer AIDS to
another, and adds disciplinary ground for health providers who
discriminate against AIDS patients.
Senate Bill 719, which was passed by the General Assembly and
signed by me on May 25, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 1346.

AN ACT concerning
Human Immunodeficiency Virus - Omnibus Bill
FOR the purpose of defining certain terms; altering the
definition of a certain term definitions of certain terms;
establishing procedures for health care providers for
obtaining blood samples for the purposes of testing blood
for the presence of the human immunodeficiency virus;
authorizing certain health care providers to inform local
health officers certain persons of the identity of certain
individuals under certain conditions; requiring the local
health officer to enforce the requirements governing the
control of infectious and contagious diseases when notified
that an individual has tested HIV positive; establishing
procedures for certain individuals to request notification
that a certain exposure has occurred; providing for certain
penalties; providing certain immunity to certain health care
providers under certain circumstances; requiring certain
persons to furnish blood samples for the purposes of testing
blood for the presence of the human immunodeficiency virus
under certain circumstances; requiring the notification of
certain employees of the results of a certain test;
requiring the provision of certain counseling to inmates and
correctional employees under certain circumstances;
