Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1299.
This bill requires a licensed dentist, physician, or podiatrist
to have a written permit to dispense prescription drugs except
for starter dosage.
Senate Bill 732, which was passed by the General Assembly and
signed by me on May 25, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 1299.

AN ACT concerning
Dentists, Physicians, and Podiatrists - Dispensing
of Prescription Drugs
FOR the purpose of altering certain provisions of law relating to
the dispensing of prescription drugs by dentists,
physicians, and podiatrists; requiring certain dentists,
physicians, and podiatrists to allow the Division of Drug
Control to enter and inspect their offices at certain times;
requiring certain dentists, physicians, and podiatrists to
provide certain patients with a written prescription under
certain circumstances and maintain certain files;
prohibiting certain dentists, physicians, and podiatrists
from directing patients to a single pharmacy and receiving
remuneration for referring patients to a pharmacy;
authorizing certain Boards to take certain disciplinary
actions under certain circumstances; altering certain
provisions of law relating to the dispensing of starter
dosages of prescription drugs; altering a certain
definition; repealing an exception to certain labeling
requirements for starter dosages of medication dispensed by
an authorized prescriber; defining certain terms; and
generally relating to the dispensing of prescription drugs
by certain dentists, physicians, and podiatrists.
