SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1113.

This bill establishes a Veterans' Memorials and Monuments
Programs and provides for the operation, maintenance, and
security of monuments and lands.

Senate Bill 739, which was passed by the General Assembly and
signed by me on May 25, 1989, accomplishes the same purpose.
Senate Bill 739 also includes one policy difference that I feel
is significant. Therefore, it is not necessary for me to sign
House Bill 1113.

AN ACT concerning

Veterans - Memorials and Monuments

FOR the purpose of establishing under the Maryland Veterans
Commission a Veterans' Memorials and Monuments Program;
providing for the operation, maintenance, and security of
certain monuments and certain lands; authorizing the
Commission to adopt certain regulations; authorizing the
Commission to accept certain gifts and grants under certain
circumstances; authorizing the Commission to lease certain
lands under certain circumstances; defining certain terms;
and generally relating to a Veterans' Memorials and
Monuments Program.
