SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 296.

This bill regulates how disputes involving construction contract
payments are to be resolved.

Senate Bill 90, which was passed by the General Assembly and
signed by me on May 25, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 296.

AN ACT concerning

Real Property - Construction Contracts

FOR the purpose of requiring certain persons who owe undisputed
amounts under certain construction contracts to make certain
payments within certain time periods; authorizing a court to
award certain relief; providing that the provisions of this
Act do not affect certain rights or apply to certain
transactions and contracts; defining certain terms;
providing for the application of this Act; and generally
relating to construction contracts.
