Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 265.

This bill extends the sunset on the Governor's energy emergency
powers until July 1, 1991 and alters a reference to a specific
federal statute by referencing any federal energy emergency
program.

Senate Bill 132, which was passed by the General Assembly and
signed by me on May 19, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 265.

AN ACT concerning

Extension of Governor's Emergency Energy Powers

FOR the purpose of extending until a certain date the
authorization to the Governor of certain powers during
emergency energy shortages; clarifying certain provisions
relating to the Governor's authority to implement federal
energy emergency programs; and generally relating to the
Governor's energy emergency powers.
