SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989. It shall remain effective for a period
of two years and, at the end of June 30, 1991, and with no
further action required by the General Assembly, this Act shall
be abrogated and of no further force and effect.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 730.

This bill prohibits individual or group health insurance policies
from imposing a copayment, deductible, or other condition on an
insured or certificate holder utilizing the services of a
community pharmacy that is not imposed on an insured or
certificate holder utilizing the services of a mail order
pharmacy.

House Bill 338, which was passed by the General Assembly and
signed by me on May 25, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 730.
