officers of the Treasury Department as provided by Article III, §
33 of the Constitution of Maryland, the Board of Public Works
shall pass a resolution cancelling a debt in the amount of
$269,141 owed by the Town of Capitol Heights to the State in
accordance with an modifying the agreement dated May 19, 1980
under which the State made an allotment of $1,330,948.53 to the
Town of Capitol Heights and under which the Town of Capitol
Heights agreed to repay that amount with interest.
SECTION 2. AND BE IT FURTHER ENACTED, That the Board of
Public Works shall include in the resolution required under this
Act provision for a revised schedule of repayment based on a loan
amortization period of 15 years, with the balance due at the
close of the tenth year of the remaining indebtedness owed to the
State by the Town of Capitol Heights under the agreement dated
May 19, 1980.
SECTION 3. AND BE IT FURTHER ENACTED, That notwithstanding
Chapter 726 of the Acts of the General Assembly of 1974, Section
5(d), with respect to the amount of debt owed by the Town of
Capitol Heights to the State that is cancelled under this Act,
the Comptroller may not make repayment of that amount from any
State funds to which the Town of Capitol Heights would otherwise
be entitled.
SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1989.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 687.
This bill allows the Department of Natural Resources to establish
aquaculture oyster seed areas and to sell the seed oysters
derived from those seed areas to specified persons. The
Department would also be authorized to adopt regulations to
implement these provisions.
