AN ACT concerning

Carroll County and Frederick County Sewage Sludge -
Hearing Permit to Store -Notice and Public Hearing

FOR the purpose of requiring the Secretary Department of the
Environment to hold a public hearing on an application,
amendment, or renewal of a permit to install, materially
alter, or materially extend a structure in Carroll County or
Frederick County used for certain purposes concerning to
store sewage sludge; providing for the holding or
consolidation of public hearings; prohibiting the Department
of the Environment from renewing certain sewage sludge
permits in Carroll County and Frederick County unless a
public hearing is held; providing for the scope and
application of this Act; and generally relating to the
holding of public hearings in Carroll County or Frederick
County before the Secretary of the Environment issues,
amends, or renews certain sewage sludge permits in Carroll
County or Frederick County making this Act an emergency
measure; and generally relating to an application for a
permit to store sewage sludge.
