House Bill 1114, which was passed by the General Assembly and
signed by me on May 25, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 537.

AN ACT concerning
Forest Areas - Replacement of Trees
Due to Certain Construction Projects
FOR the purpose of requiring certain persons who use State
funding to minimize the cutting or clearing of certain
forest areas of a certain size in connection with
construction activity involving the clearing of land;
requiring certain persons who use State funding and perform
certain construction activity to reforest a certain amount
of forest area on certain lands cleared in connection with
certain construction; defining a certain term; altering the
amount of certain contributions to the Reforestation Fund by
a certain constructing agency when creation of reforested
area is not possible; altering the amount of certain
reimbursements to the Department of Natural Resources
concerning the reforestation of certain lands; authorizing
certain reforestation to occur on certain publicly owned
land; requiring certain persons who use State funding and
perform certain construction activity to consult with the
Department about certain cutting and replacement activities
in forest areas; providing a certain exception to the
requirements of this Act; making a stylistic change; and
generally relating to the cutting and replacement of trees
in certain areas by certain persons who use State funding
and perform certain construction activity.
