VETOES

departments of social services, [and] area agencies on aging, AND
LOCAL HOUSING, TRANSPORTATION, AND ECONOMIC AND EMPLOYMENT
DEVELOPMENT OFFICIALS to:

(1)  Develop a system for the designation of case
managers to secure and manage the necessary services for each
FRAIL OR HEALTH IMPAIRED elderly person [found to be] in need [as
provided in this section];

(2)  Develop guidelines for establishing local or
regional committees to coordinate the SERVICES SYSTEM [program;
and

(3)  Coordinate services] to implement the provisions
of this section.

SECTION 2. AND BE IT FURTHER ENACTED, That Section(s) 26 of
Article 70B - Office on Aging of the Annotated Code of Maryland
be renumbered to be Section(s) 25.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 431.

This bill expands the type of offenses for which certain
investigative or law enforcement officers and persons acting in a
criminal investigation may intercept a wire, oral, or electronic
communication for the purpose of providing evidence of the
commission of the offense to include "rape, a sexual offense in
the first or second degree, and child abuse."

House Bill 1211, which was passed by the General Assembly and
signed by me on May 19, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 431.
