substances; altering provisions relating to the implied
consent to take certain tests; altering the penalties for
refusing to take a test for alcohol or drugs or both or for
certain tests results and establishing certain sanctions for
certain test results; establishing certain procedures and
administrative penalties; providing for the issuance of a
restricted license and modification of a license suspension
under certain circumstances; requiring the Motor Vehicle
Administration to segregate certain records; prohibiting the
Motor Vehicle Administration from disclosing certain
records; providing for certain exceptions; prohibiting
certain insurers from considering a certain first offense of
driving or attempting to drive under certain conditions
involving alcohol for certain purposes; excepting a
suspension of a driver's license for a certain first offense
of driving or attempting to drive under certain conditions
involving alcohol from the authority of a certain insuring
entity to reject an application for insurance or cancel a
policy written by it; authorizing certain tests for drug
content or alcohol concentration or both alcohol
concentration and establishing certain procedures for the
tests; providing certain statements are prima facie
evidence of certain facts, admissible without the necessity
of a qualified medical person appearing in court;
establishing a procedure for the appearance of the
toxicologist in court; providing that certain statements are
prima facie evidence of certain facts, admissible without
the necessity of a qualified medical person appearing in
court; establishing a procedure for the appearance of the
toxicologist in court; altering the definition of alcohol
concentration; establishing a procedure for the suspension
of registration for driving when a person's driver's license
