VETOES

1. CEREMONIAL GIFTS OR AWARDS WHICH HAVE
INSIGNIFICANT MONETARY VALUE; OR

2. NONCASH GIFTS OF NOMINAL VALUE; OR

(II) THE PAYMENT OR ACCEPTANCE OF REASONABLE
MEAL, TRAVEL, AND LODGING EXPENSES ACTUALLY INCURRED BY THE
OFFICIAL IN PARTICIPATING IN A PANEL OR SPEAKING ENGAGEMENT AT A
MEETING.

SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1989.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 389.

This bill expands the definition of rape to include sexual
offenses committed by a person's legal spouse under certain
conditions.

House Bill 399, which was passed by the General Assembly and
signed by me on May 5, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 389.
