VETOES

political events, if the purpose of such gift or admission is a
courtesy or ceremony extended to the office;

(6)  A specific gift or class of gifts which the
Commission exempts from the operation of this section upon a
finding, in writing, that acceptance of the gift or class of
gifts would not be detrimental to the impartial conduct of the
business of government and that the gift is purely personal and
private in nature;

(7)  Gifts from a person related by blood or marriage,
or a member of his THE OFFICIAL'S OR EMPLOYEE'S household; or

(8)  Honoraria EXCEPT AS PROVIDED IN SUBSECTION (C) OF
THIS SECTION, HONORARIUM
.

(C) (1) EXCEPT AS PROVIDED IN PARAGRAPH (2) OF THIS
SUBSECTION, AN OFFICIAL MAY NOT ACCEPT AN HONORARIUM IF:

(I) THE PAYOR OF THE HONORARIUM HAS AN INTEREST
THAT MAY BE SUBSTANTIALLY AND MATERIALLY AFFECTED, IN A MANNER
DISTINGUISHABLE FROM THE PUBLIC GENERALLY, BY THE PERFORMANCE OR
NONPERFORMANCE OF THE INDIVIDUAL'S OFFICIAL DUTY, AND

(II) THE OFFERING OF THE HONORARIUM IS IN ANY
WAY RELATED TO THE INDIVIDUAL'S OFFICIAL POSITION.

(2) II) THE PROHIBITION UNDER THIS SUBSECTION DOES
NOT APPLY TO:

1. PAYMENT OF OR REIMBURSEMENT FOR
REASONABLE EXPENSES FOR THE OFFICIAL'S MEAL, TRAVEL, AND LODGING
AND REASONABLE AND VERIFIABLE EXPENSES FOR CARE FOR CHILDREN OR
DEPENDENT ADULTS ACTUALLY INCURRED BY THE OFFICIAL IN SPEAKING
TO, PARTICIPATING IN, OR ATTENDING A MEETING, CONFERENCE, OR
OTHER FUNCTION OR IN WRITING AN ARTICLE, OTHER THAN A BOOK, THAT
HAS SEEN OR IS INTENDED TO BE PUBLISHED; OR

2. ACCEPTANCE OR RECEIPT OF GIFTS
DESCRIBED UNDER SUBSECTION (B)(2) AND (3) OF THIS SECTION.

(II) THE LIMITATIONS OF THIS SUBSECTION MAY NOT
BE CONSTRUED TO LIMIT THE ACCEPTANCE OF AN HONORARIUM BY A
FACULTY MEMBER OF A STATE INSTITUTION OF HIGHER EDUCATION IF THAT
HONORARIUM WOULD OTHERWISE BE ALLOWABLE UNDER THE PROVISIONS OF
THIS SECTION AND IF THE FACULTY MEMBER IS NOT ALSO AN OFFICIAL BY
REASON OF HOLDING SOME OTHER POSITION THAT WOULD BE PROHIBITED
FROM RECEIVING THAT HONORARIUM UNDER THE PROVISIONS OF THIS
SECTION.

(c) (D) The Commission by regulation may define further
exemptions from this section as necessary.
