Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 379.
This bill prohibits solicitation, acceptance, or receipt of any
gift, fee, or honorarium by a public official if the giver does
business with the State, is engaged in activities regulated or
controlled by the official's agency, has financial interests
which may be substantially affected by performance or
nonperformance of other official duties or is a registrant.
House Bill 662, which was passed by the General Assembly and
signed by me on May 25, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 379.

AN ACT concerning
Public Ethics - Honoraria, Gifts, and Fees
FOR the purpose of prohibiting State certain officials from
soliciting, accepting, or receiving any honorarium, gift, or
fee for engaging in certain acts accepting honoraria under
certain conditions; prohibiting a State official from
soliciting, accepting, or receiving from certain persons an
honorarium, gift, or fee for engaging in certain acts
outside of Maryland under certain conditions; clarifying
that this Act does not prohibit the payment of certain
expenses or the acceptance or receipt of certain ceremonial
gifts or awards or noncash gifts of minimal nominal value;
providing certain exceptions; defining a certain term;
making stylistic changes; and generally relating to the
prohibition against acceptance of honoraria, gifts, or fees
by State officials.
