WILLIAM DONALD SCHAEFER, Governor

imposition, rate, and administration, on and after January 1,
1989, of the income tax and the inheritance tax with respect to
estates of persons who died after June 30, 1989 but before
January 1, 1990.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 298.

This bill will include persons receiving Aid to Families with
Dependent Children among the telephone subscribers eligible for
telephone lifeline service. It also adds a reporting
requirement.

House Bill 412, which was passed by the General Assembly and
signed by me on May 25, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 298.

AN ACT concerning

Public Service Commission - Telephone Lifeline Service

FOR the purpose of revising the law relating to telephone
lifeline service to include persons receiving Aid to
Families with Dependent Children among the telephone
subscribers eligible for telephone lifeline service;
providing for a delayed effective date; adding a certain
reporting requirement; and generally relating to telephone
lifeline service of a telephone company.

BY repealing and reenacting, with amendments,
