Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 53.

This bill creates two additional circuit court judgeships for
Carroll and St. Mary's Counties and two additional district court
judgeships.

House Bill 91, which was passed by the General Assembly and
signed by me on May 19, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 53.

FOR the purpose of altering the number of judges in the circuit
courts and the District Court of the State.

BY repealing and reenacting, with amendments,

Section 1-503 and l-603(b)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

(a) In each county in the first seven judicial circuits
there shall be the number of resident judges of the circuit court
