A House Joint Resolution concerning

Extended Day Care Programs for Medically Handicapped Adults

FOR the purpose of requesting the Governor to establish a Task Force on Extended Day
Care Programs for Medically Handicapped Adults to study options the State has in
improving, coordinating and promoting opportunities for day care programs for
medically handicapped adults.

WHEREAS, The number of medically handicapped adults who reach the age of 21
and leave the schools of Maryland is increasing; and

WHEREAS, There is misunderstanding and misinformation concerning appropriate
day care programs for these medically handicapped adults thus creating a need for
coordination, exploration, and identification of existing programs; and

WHEREAS, The lack of adult day care programs for medically handicapped adults
causes many parents to choose between their continued employment and placing their
child in a residential institution or to resign from their employment to care for their adult
child, thus losing salary, economic, and retirement benefits; and

WHEREAS, Providing extended day care for medically handicapped adults will
improve the quality of life for all members of the concerned family; and

WHEREAS, The establishment of extended day care programs for medically
handicapped adults is cost effective for the State of Maryland; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is requested to establish a Task Force on Extended. Day Care Programs for
Medically Handicapped Adults; and be it further

RESOLVED, That the Task Force be composed of:

(1)     (i) 3 members of the House of Delegates, appointed by the Speaker of
the House; and

(ii) 3 members of the Senate of Maryland, appointed by the President
of the Senate;

(2)     11 12 members to be appointed by the Governor as follows:

(i) 2 members from the State Department of Education representing:
1. The Division of Special Education; and
