to approve certain salary adjustments during the fiscal
year; authorizing the Governor to approve certain salary
adjustments without approval of the Board of Public Works;
requiring certain salary adjustments to be contingent on
approval by the Board of Public Works under certain
circumstances; requiring the Secretary of Personnel to
submit certain information to the Department of Fiscal
Services; specifying a certain maximum starting salary for
positions in the executive pay plan under certain
circumstances; providing that an individual appointed to a
position in the executive pay plan which has been vacated on
or after a certain date shall be a member of the
unclassified service; prohibiting certain individuals in
positions in the executive pay plan from accruing or using
compensatory leave after a certain date; providing for a
certain exception; providing that salary grades and salaries
in the executive pay plan are subject to certain limitations
in the budget; providing that the salaries of certain
positions included in the executive pay plan be established
in accordance with certain provisions; altering the
information concerning certain positions that is required to
be in the budget bill; requiring that certain salary grades
and salaries for positions listed in the budget bill be
subject to approval by the General Assembly; altering the
conditions under which the Governor may increase certain
salaries for positions listed in the budget bill; repealing
providing for certain exclusions in the governing of
salaries for certain positions in the Legislative and
Judicial Branches; providing that the compensation for
certain positions in the Maryland Transportation Authority
be established in a certain manner; altering certain
authority for the Maryland Transportation Authority; the
Mass Transit Administration, and the State Highway
Administration to determine the compensation for certain
positions; establishing a certain transition provision for
the administration of the executive pay plan for fiscal year
1990; requiring the Department of Personnel, in consultation
with certain Departments, to study the issue of compensatory
leave for certain employees; requiring the Department of
Personnel to study issues of State residency and the
unclassfied or classified status of certain individuals;
requiring the Department of Personnel to submit certain
recommendations by a certain date; providing that a certain
limitation on use of compensatory time for certain employees
shall not apply to compensatory leave earned by a certain
date; and generally relating to the compensation for certain
positions in the Executive Branch , Judicial, and
Legislative Branches.
