DISTRICT HAS BEEN ESTABLISHED.

(a) On or before October 1, 1972, the Service shall
undertake and complete a study of the physical and operational
efficiency and adequacy of the quality of the Service provided by
the water supply and wastewater facilities and appurtenances
owned and operated by the Joppatowne Utilities Corporation,
situated at the headwaters of the Gunpowder River in Harford
County. The study shall be carried out in consultation and
cooperation with every affected unit of Harford County. Upon
completing the study, either the Service or Harford County shall
take appropriate action to acquire the water supply and
wastewater systems of the Joppatowne Utilities Corporation,
whether by gift, purchase, or condemnation. The acquisition may
include its real and personal property, rights, privileges,
waters, streams, easements, franchises, facilities, and property
rights of any kind whatsoever. If the water system is acquired by
condemnation, the proceedings shall be filed under the provisions
of law concerning eminent domain.
(b) If the Service acquires the water supply and wastewater
facilities of the Joppatowne Utilities Corporation, it may
operate water supply and wastewater systems in the same manner
and with the same authority in rendering these services as
Harford County. This authority is not intended to be restrictive
of the present authority now vested in the Service.
(c) The Service and Harford County may make any agreement
necessary to implement the objective of providing adequate water
supply and wastewater treatment systems in Harford County. Any
agreement may include State and federal grants and cooperative
arrangements for the cooperative use of the water supply,
drainage, and sanitary facilities of both the Service and Harford
County. The County Commissioners of Harford County shall approve
any agreement made under this section.]

(a) Any municipality or person may request the Service to
provide the water supply, wastewater purification or solid waste
disposal projects authorized by this subtitle. The request shall
set forth the type of proposed project to be furnished and the
proposed boundaries of the area within which a project is
requested.
(b) As soon as possible after receipt of a duly authorized
request from a municipality or person, the service shall draft a
proposed contract with the municipality or person in accordance
with the provisions of this subtitle specifying the type of
project to be provided, whether or not a service district will be
