AN ACT concerning

Maryland Environmental Service

FOR the purpose of clarifying and amending the powers and
organization of the Maryland Environmental Service relating
to its provision of water, sewerage, and waste disposal
services to the counties and municipal corporations of the
State; altering certain definitions; authorizing the Service
to issue and sell certain revenue bonds; clarifying the
Service's procedure for leasing property; confirming
certain authority of the Secretary of the Environment;
authorizing counties and municipal corporations to enter
into certain contracts with the Service, to set rates, fees,
and charges, and to direct the disposal of waste within
their jurisdictions in connection with solid waste projects;
authorizing counties and municipal corporations to impose
certain civil penalties; repealing certain procedures for
the creation of debt service reserve funds to be funded by
State funds; and generally relating to the Maryland
Environmental Service.
