1-201.
(N) "HONORARIUM" MEANS THE PAYMENT OF MONEY OR ANYTHING OF
VALUE FOR:
(1) SPEAKING TO, PARTICIPATING IN, OR ATTENDING A
MEETING, CONFERENCE, OR OTHER FUNCTION; OR
(2) WRITING AN ARTICLE, OTHER THAN A BOOK, THAT HAS
BEEN OR IS INTENDED TO BE PUBLISHED.
3-106.
(a) An official or employee may not solicit any gift. No
official or employee may knowingly accept any gift, directly or
indirectly, from any person whom the official or employee knows
or has reason to know:
(1) Is doing or seeking to do business of any kind
with his THE OFFICIAL'S OR EMPLOYEE'S agency;
(2) Is engaged in activities which are regulated or
controlled by his THE OFFICIAL'S OR EMPLOYEE'S agency;
(3) Has financial interests which may be
substantially and materially affected, in a manner
distinguishable from the public generally, by the performance or
nonperformance of his THE OFFICIAL'S OR EMPLOYEE'S official duty;
or
(4) Is a registrant with respect to matters within
his THE OFFICIAL'S OR EMPLOYEE'S jurisdiction.
(B) (1) EXCEPT AS PROVIDED IN PARAGRAPH (2) OF THIS
SUBSECTION, A STATE OFFICIAL MAY NOT ACCEPT AN HONORARIUM,
STIPEND, OR FEE FOR PARTICIPATING IN OR APPEARING BEFORE ANY
ORGANIZATION, GROUP, ASSOCIATION, OR PUBLIC OR PRIVATE
INSTITUTION PRIMARILY BY REASON OF THE INDIVIDUAL'S OFFICIAL
POSITION.
(2) THE PROHIBITION UNDER THIS SUBSECTION DOES NOT
APPLY TO:
(I) REIMBURSEMENT FOR MEAL, TRAVEL, AND LODGING
EXPENSES ACTUALLY INCURRED BY THE OFFICIAL IN ENGAGING IN AN
ACTIVITY DESCRIBED UNDER PARAGRAPH (1) OF THIS SUBSECTION; OR
(II) ACCEPTANCE OR RECEIPT OF GIFTS DESCRIBED
UNDER SUBSECTION (C)(2) AND (3) OF THIS SECTION.
