AN ACT concerning
Vehicle Laws - Covered Loads
FOR the purpose of requiring, after a certain date, that the beds
of vehicles carrying loose materials be fully enclosed on
top; requiring vehicles manufactured after a certain date to
be fully enclosed on top while carrying a load of loose
material; prescribing the type of cover and how the cover is
to be secured to the top of the bed of a vehicle carrying a
load of loose material; altering a provision of law to
authorize the dropping of certain loose materials for
certain purposes; exempting certain vehicles from the
enclosure requirements under this Act; prohibiting a load
loads of loose material carried on certain vehicles from
extending above a certain point unless the load is loads are
covered in a certain manner; providing that certain
violations of the Maryland Vehicle Law relating to the
enclosure of loads of loose materials are moving violations;
requiring the Motor Vehicle Administration, in conjunction
with the Insurance Division off the Department of Licensing
and Regulation to conduct a certain study; authorizing the
Department of Transportation to grant extensions of a
certain exemption from the cover requirement for
construction vehicles under certain circumstances; requiring
the Department to adopt certain regulations; requiring
police officers to issue a safety equipment repair order for
defective covers under certain circumstances; requiring the
Insurance Division of the Department of Licensing and
Regulation, in conjunction with the Motor Vehicle
Administration, to conduct certain studies and report to the
General Assembly on or before specified dates; providing for
the construction of this Act; providing for a delayed
effective date for certain provisions of this Act; and
generally relating to a requirement that beds of certain
vehicles carrying loose loads be enclosed on top.
