(III) THAT THE VENDOR A VENDOR, WHO DOES NOT
OPERATE A SUBSTANTIAL GROCERY OR MARKET BUSINESS, DELIVERS BY
SPECIAL ORDER OFF THE PREMISES FOR IMMEDIATE CONSUMPTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning

Office of Administrative Hearings

FOR the purpose of establishing an Office of Administrative
Hearings as an independent unit in the Executive Branch;
providing for the appointment of a Chief Administrative Law
Judge; establishing the Chief Administrative Law Judge's
qualifications, compensation, powers, and duties; providing
for the qualifications, tenure, duties, appointment,
discipline, and removal of administrative law judges;

establishing their qualifications, tenure, and duties;

requiring certain State agencies to take, or refrain from,
certain actions; creating a State Advisory Council on
Administrative Hearings; providing for the appointment and
duties of its members; exempting administrative law judges
from the classified service; requiring certain studies and
reports; providing for a delayed effective date for portions
of this Act; and generally relating to the Office of
Administrative Hearings and administrative law judges.

BY adding to

Article - State Government

Section 9-1601 through 9-1610, inclusive, to be under the

new subtitle "Subtitle 16. Office of Administrative

Hearings"
