transport them through this State for sale in another
jurisdiction, according to regulations promulgated by the
Secretary.]
SECTION 3. AND BE IT FURTHER ENACTED, That [the Departments
of Agriculture and Natural Resources shall report to the
Legislative Policy Committee on or before January 1, 1989, on the
advisability of authorizing the sale of fish raised in
aquaculture that have been declared threatened or endangered
under the Endangered Species of Fish Conservation Act and any
proposed plan of implementation if the sale of such fish should
be authorized. If the Departments recommend that sale of such
fish should be authorized and the Legislative Policy Committee
approves the recommendation, then Section 2 of this Act shall
take effect upon the Committee's approval. If the recommendation
is not approved,] Section 2 of this Act shall take effect on
[January 1, 1990. ] JUNE 1, 1989.
SECTION 4. AND BE IT FURTHER ENACTED, That the provisions
of Sections 1 and 3 of this Act shall take effect June 1, 1989.
SECTION 5. AND BE IT FURTHER ENACTED, That the provisions
of Section 2 of this Act shall take effect January 1, 1990.

AN ACT concerning
Personal Property Tax - Vehicles
FOR the purpose of broadening a certain exemption from the
personal property tax and valuation for vehicles requiring a
county or municipal corporation to provide a credit certain
credits against the property tax imposed on certain vehicles
for certain taxable years; exempting certain vehicles from
the property tax; providing for the termination of a portion
of this Act; providing for the effective dates of this Act;
requiring the Department of Fiscal Services to study and
report to the General Assembly on the feasibility of
providing an alternate means of providing revenues to local
governments to offset losses resulting from this Act; and
generally relating to the property taxation of certain
vehicles.
