SECTION 6. AND BE IT FURTHER ENACTED, That Sections 2, and
5 of this Act shall take effect July 1, 1989, and shall remain
effective for a period of 1 year. At the end of June 30, 1990,
and with no further action required by the General Assembly,
Sections 2, and 5 of this Act shall be abrogated and of no
further force and effect.
SECTION 7. AND BE IT FURTHER ENACTED, That Sections 1, 3,
and 4 of this Act shall take effect July 1, 1989.
SECTION 2. AND BE IT FURTHER ENACTED, That the terms of the
new member's of the Commission as provided in this Act shall be as
follows:
(1) 1 for a term of 3 years from the beginning of the
member's term and until a successor shall qualify; and
(2) 1 for a term of 4 years from the beginning of the
member's term and until a successor shall qualify.
SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1989.

AN ACT concerning
Department of State Planning - State Clearinghouse
for Intergovernmental Assistance
FOR the purpose of establishing in the Department of State
Planning a repository and clearinghouse for information
concerning federal and State financial and technical
assistance; requiring the Department to publish a certain
catalog of State assistance programs; requiring the
Department to adopt regulations to require certain units of
State government to publish certain information on State
grants in the Maryland Register within a certain time and to
submit certain information to the Department; providing for
the transfer of certain duties of the department of State
Planning to the Office of Planning under certain conditions;
and generally relating to the establishment of a
