LAWS OF MARYLAND

3.   A STATEMENT OF FINANCIAL AND RELATED
RECORDS OF ANY CORPORATION, ASSOCIATION, PARTNERSHIP, OR LIMITED
PARTNERSHIP IN WHICH THE INTERESTED PARTY NEGOTIATING FOR THE
PURCHASE HAS AT LEAST A MAJORITY INTEREST;

4. A DISCLOSURE OF ALL FINANCIAL
INTERESTS IN HORSE RACING;

3. 5. THE DISCLOSURE OF ALL PERSONS
INCLUDING CORPORATIONS, TRUSTS, ESTATES, AND PARTNERSHIPS WHO ARE
NEW BENEFICIAL OWNERS OF STOCK;

4. 6. A CRIMINAL BACKGROUND REVIEW; AND

5. 7. A CHARACTER REVIEW.

(2) NO A LICENSE TO CONDUCT RACING, OR THE AWARDING
OF RACING DATES TO A LICENSEE, MAY AS A RESULT OF A PURCHASE OR
LEASE OF A RACETRACK, MAY NOT
BE TRANSFERRED TO A PURCHASER OR A

LESSEE, WHETHER A PERSON, CORPORATION, TRUST, ESTATE, OR

PARTNERSHIP, UNDER THIS SECTION, UNTIL THE TRANSFER HAS BEEN
REVIEWED BY THE LEGISLATIVE POLICY COMMITTEE AND APPROVED BY THE
MARYLAND RACING COMMISSION:

(I) THE LEGISLATIVE POLICY COMMITTEE HAS BEEN
NOTIFIED 15 DAYS PRIOR TO THE TRANSFER;

(II)   IF IT DEEMS APPROPRIATE, THE LEGISLATIVE
POLICY COMMITTEE HAS PROVIDED COMMENT TO THE MARYLAND RACING
COMMISSION ON THE TRANSFER; AND

(III)  THE MARYLAND RACING COMMISSION HAS
APPROVED THE TRANSFER.

21.

Any person aiding or abetting in the conduct of any meeting
within the State of Maryland at which racing of horses shall be
permitted [for any stake, purse or reward] AND WAGERING IS
CONDUCTED, except in accordance with a license duly issued and
unsuspended or unrevoked by the Maryland Racing Commission, shall
be guilty of a misdemeanor, and, upon conviction, shall be
punished by a fine of not less than five hundred dollars and not
more than ten thousand dollars for each day of such unauthorized
meeting or by imprisonment for not exceeding two years, or both
fine and imprisonment, in the discretion of the court.

It shall be the duty of all officers of the law to cooperate
with the Commission for the proper enforcement of this article,
and the Governor may, upon the request of the Commission, order
the police commissioner of Baltimore City OR THE SHERIFF OF ANY
COUNTY to assign a sufficient number of patrolmen to prevent
horse racing at any track, a license for which has NOT BEEN
