In the event of an emergency or major disaster, as
proclaimed by the Governor, the Commissioner is authorized with
the consent of the Governor to temporarily suspend the
enforcement of any or all of the provisions of this subtitle for
the duration of the emergency or disaster.

(a) The Commissioner shall enforce the provisions of this
subtitle.
(b) The Commissioner may enter and inspect, during
reasonable business hours, any place of employment or the
employment records of any employee and to question any employee
for the purposes of this subtitle.
(c) In order to initiate an investigation under this
subtitle, the Commissioner may require a written complaint to be
filed.
(d) The Commissioner shall hold public hearings to
determine if an occupation should be forbidden to a minor or may
adopt by reference any occupation defined to be dangerous by the
Secretary of Labor under provisions of the Fair Labor Standards
Act.
8.
(a) A minor may not engage in employment unless the
employer has in his possession a verified and validated work
permit for the minor.
(b) The superintendents of schools or their authorized
designees in the various counties and Baltimore City, and the
Commissioner shall issue work permits as prescribed by the
Commissioner. The superintendents shall provide the necessary
clerical assistance for the issuance of work permits. The
Commissioner, after review, may revoke any issued work permit.
(c) The age of the minor shall be verified by a birth
certificate, a baptismal certificate, a school record, passport,
valid Maryland driver's license, or any official government
document attesting to the age of the minor.

A minor under the age of 14 may not be employed or permitted
to work.
