every improvement which directly affects more than one unit of
government. It is the purpose of this section to give the
Council an opportunity to determine what effect a contemplated
improvement will have upon the suggested general development plan
and to voice its opinion thereon. It is not the purpose of this
section to provide the [Regional Planning] METROPOLITAN BALTIMORE
PLANNING AND DEVELOPMENT Council BALTIMORE REGIONAL COUNCIL OF
GOVERNMENTS with a veto over such improvement or structure.

20.

The [Regional Planning] METROPOLITAN BALTIMORE PLANNING AND
DEVELOPMENT Council BALTIMORE REGIONAL COUNCIL OF GOVERNMENTS may
contract with any unit of government at its request to provide
specialized planning services for appropriate reimbursement when
a unit of government within the regional planning area desires
more detailed plans than the Council is required to provide under
the terms of this article. In providing such service, it shall
be done by a separate section of the staff of the Council set up
for that purpose and in a manner so as not to interfere with the
preparation or adoption of the suggested general development plan
for the regional planning area.

The [Regional Planning] METROPOLITAN BALTIMORE PLANNING AND
DEVELOPMENT Council BALTIMORE REGIONAL COUNCIL OF GOVERNMENTS is
authorized to appoint such expert or advisory committees as it
feels can contribute to the advancement of the work of the
Council.

SECTION 2. AND BE IT FURTHER ENACTED, That Article 78D -
Regional Planning Council of the Annotated Code of Maryland be
renamed to be Article 78D - Metropolitan Baltimore Planning and
Development Council Baltimore Regional Council of Governments.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.
