Preamble

WHEREAS, The cleanup of the Chesapeake Bay has involved the
State and local jurisdictions in many programs to prevent
pollution from directly or indirectly entering the Chesapeake
Bay; and

WHEREAS, One area that has not yet been adequately addressed
is the problem of the discharge of sewage from sailboats, power
boats, and other vessels into the Chesapeake Bay and other waters
of the State because of the inadequate number of pump-out
stations at marinas that serve the general boating public on the
Chesapeake Bay and its tributaries navigable waters of the State;
and

WHEREAS, The pollution that could be prevented from entering
the Chesapeake Bay and other waters of the State by the
objectives of this Act is much greater than that which can be
prevented by would enhance the existing programs to clean up the
Chesapeake Bay and other waters of the State, even including such
programs as:

(1) The curtailing of the cutting or clearing of
trees in the Chesapeake Bay Critical Area; and

(2) The leaking of petroleum products from

underground storage tanks; and

WHEREAS, This Act is necessary to preserve the safety and
health of the residents of the State of Maryland; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
