SECTION 2. 3. AND BE IT FURTHER ENACTED, That if any
provision of this Act or the application thereof to any person or
circumstance is held invalid for any reason in a court of
competent jurisdiction, the invalidity does not affect other
provisions or any other application of this Act which can be
given effect without the invalid provision or application, and
for this purpose the provisions of this Act are declared
severable.
SECTION 4. AND BE IT FURTHER ENACTED, That Section 1 of
this Act shall take effect January 1, 1990.
SECTION 3. 5. AND BE IT FURTHER ENACTED, That Sections 2
and 3 of this Act shall take effect July 1, 1989.

AN ACT concerning
Creation of a State Debt - Patuxent Wildlife Research Center
FOR the purpose of authorizing the creation of a State Debt in
" the amount of $2,000,000 $250,000 the proceeds to be used as
a grant to the National Fund for the Patuxent Wildlife
Research Center, a committee of the Prince George's County
Parks and Recreation Foundation, Inc., a 501(c)(3)
organization, for the construction of a visitor's visitors
center and indoor and outdoor exhibits and for the
development of trails to be located in Prince George's
County, subject to the requirement that the National Fund
for the Patuxent Wildlife Research Center provide at least
an equal and matching fund of a certain kind for the same
purpose by a certain date; and providing generally for the
issue and sale of bonds evidencing the loan.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(1) The Board of Public Works may borrow money and incur
indebtedness on behalf of the State of Maryland through a State
loan to be known as the Patuxent Wildlife Research Center Loan of
1989 in the total principal amount of $2,000,000 $250,000. This
loan shall be evidenced by the issuance, sale, and delivery of
