THE SECRETARY SHALL IMPLEMENT A PROGRAM TO CONTROL THE
SPREAD OF PHRAGMITES, WHERE APPROPRIATE:

(1)  ALONG THE RIGHTS-OF-WAY OF THE STATE HIGHWAY
SYSTEM; AND

(2)  ON OTHER LANDS THAT THE DEPARTMENT OWNS OR
CONTROLS.

IN IMPLEMENTING A PHRAGMITES CONTROL PROGRAM, THE SECRETARY

SHALL CONSIDER ALTERNATIVE MANAGEMENT AND CONTROL METHODS AND

EMPLOY ONLY THOSE DETERMINED NOT TO HAVE ADVERSE WATER QUALITY
IMPACTS.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning

Creation of a State Debt - St. Frances-Charles Hall

High School

FOR the purpose of authorizing the creation of a State Debt in
the amount of $150,000 the proceeds to be used as a grant to
the St. Frances-Charles Hall High School for the
construction of a gymnasium, subject to the requirement that
the St. Frances-Charles Hall High School provide at least an
equal and matching fund of a certain kind, for the same
purpose by a certain date; requiring that certain easements
be granted to the Maryland Historical Trust; providing that
no proceeds of the loan or any of the matching funds may be
used for religious purposes; and providing generally for the
issue and sale of bonds evidencing the loan.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(1) The Board of Public Works may borrow money and incur
indebtedness on behalf of the State of Maryland through a State
