business, and requiring reports about violation of criminal
acts; imposing reinstatement fees for licenses in connection
with barbering, cosmetology, and engineering; in connection
with barbering, imposing pre-opening inspection fees for
barber school permits, authorizing reinstatement of certain
licenses, and expanding the duty to display licenses; in
connection with cosmetology, altering educational
requirements for certain limited licenses, expanding the
authority of the State Board of Cosmetologists to impose
civil penalties on apprentices, transferring to county
boards of education the power to set the term of training
for certain public school students in cosmetology courses,
making a transfer of the ownership of a cosmetology school
contingent on notice for certain purposes, and expanding the
provisions for service of subpoenas of the State Board of
Cosmetology; in connection with engineering, altering an
examination requirement for certain applicants for
licensure; in connection with forestry, clarifying a
residency requirement; in connection with hearing aid
services, altering the responsibility of the State Board of
Examiners for Hearing Aid Dealers for calibration of
equipment and inspection of facilities; in connection with
landscape architecture, providing criminal penalties for
violation of prohibited acts; in connection with practicing
law, altering an exemption from the requirements for
admission to the Bar of the Court of Appeals of Maryland and
other requirements, altering educational requirements for
admission, restricting actions under an attorney's lien,
expanding protection of records of a lawyer counseling
committee, and generally adding and altering penalties; in
connection with pilotage services, transferring to the
Department of the Environment certain responsibility for
printing regulations about disposal of wastes and generally
adding and altering penalties; in connection with security
guard and private detective services, clarifying the
authority of the Superintendent and the Maryland State
Police and altering a ground for disciplinary action;
deleting a requirement that the Secretary of Licensing and
Regulation include the report of the State Real Estate
Commission in the annual report of the Secretary; clarifying
the authority of the Secretary over the State Board of
Foresters and the State Board of Examiners of Landscape
Architects; altering or adding quorum provisions for the
State Board of Architects, the State Board for Professional
Land Surveyors, the State Board of Barbers, the State Board
of Examiners for Hearing Aid Dealers, and the State Board of
Examiners of Landscape Architects; altering immunity
provisions for the State Board of Architects and its staff,
the State Board for Professional Engineers, and the State
Board for Professional Land Surveyors; extending a
restriction on affiliation of a cosmetology member of the
State Board of Cosmetologists to postgraduate schools;
granting the State Board for Professional Land Surveyors
