SECTION 2. AND BE IT FURTHER ENACTED, That the President of
the Senate and Speaker of the House of Delegates shall appoint 8
Senators and 8 Delegates, respectively, to serve as the Special
Joint Legislative Committee on the Medical Assistance Program.
From among the Senators and Delegates appointed, the President of
the Senate and the Speaker of the House, respectively, shall each
appoint a co-chairman of the Committee. The Committee shall be
staffed by the Department of Fiscal Services. The Committee
shall:
1. Work work with the Executive Branch on the Medical
Assistance Program initiatives; and make recommendations to the
General Assembly.
2. Review and evaluate any changes proposed to the Medical
Assistance Program, or any proposals that impact the Program;
3. Review, prior to publication in the Maryland Register,
any regulations relating to the Medical Assistance Program;
4. Monitor the effect of modifications to federal law that
impact the Program;
5. Determine the need to establish in statute Medical
Assistance Program provisions;
6. Assess and evaluate the results of the studies and
directives required under Section 3 of this Act; and
7. Make recommendations to the General Assembly on any
aspect of the Committee's responsibilities as they relate to the
Program.
This section shall terminate and be of no effect on June 30,
1992.
SECTION 3. AND BE IT FURTHER ENACTED, That the following
studies and directives shall be undertaken and the reports and
recommendations of the studies and directives shall be reported
to the Special Joint Legislative Committee on the Medical
Assistance Program on the dates specified:
1. The Department of Health and Mental Hygiene, in
conjunction with the Department of Human Resources, shall study
and determine how to make optimal use of State and federal funds
for the delivery of health care services to the indigent
population. This study shall include a determination of whether
funds would be more effectively used by shifting them into or out
of the Program. The results of this study shall be submitted on
or before September 1, 1989.
