SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

(Senate Bill 590)

AN ACT concerning

Education - Public Schools - Prohibiting Portable Pagers

FOR the purpose of prohibiting certain persons from possessing
portable pagers on the grounds of public schools; requiring
the detention and notification of law enforcement officers,
officers and
arrest of violators of the provisions of this
Act, and the immediate confiscation of certain portable
pagers; prescribing certain penalties for violation of this
Act; defining certain terms; and generally relating to
prohibiting portable pagers on the grounds of public
schools.

Preamble

WHEREAS, It is the intent of the General Assembly of
Maryland to respond to the seriousness of the drug trafficking
problem within primary and secondary schools in the State; and

WHEREAS, The use of portable pagers on school grounds
contributes significantly to the drug trafficking problem within
primary and secondary schools; and

WHEREAS, A ready access to drugs on school grounds is a
significant factor contributing to the serious drug abuse problem
within primary and secondary public schools; and

WHEREAS, It is the intent of the General Assembly by the
enactment of this legislation to discourage drug trafficking on
school grounds in order to protect the health and safety of the
students of the State of Maryland; now, therefore,
