JULY 1, 1983, for any insureds covered by the [Association]

CORPORATION prior to [the effective date of this Act] JULY 1,
1983.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
be construed retroactively and shall be applied to and
interpreted to affect all insurers who were members of the Life
and Health Insurance Guaranty Association on or after July 1,
1971.

SECTION 3. AND BE IT FURTHER ENACTED, That an obligation or
contract right in existence prior to July 1, 1989 may not in any
way be impaired by the provisions of this Act.

SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning

Creation of a State Debt - Dorchester County Jail

FOR the purpose of authorizing the creation of a State Debt in
the amount of $2,000,000 $500,000 the proceeds to be used as
a grant to the County Commissioners of Dorchester County for
the design, site improvement, construction, and equipping of
a new Dorchester County jail, subject to the requirement
that the County Commissioners of Dorchester County provide
at least an equal and matching fund of a certain kind for
the same purpose by a certain date; requiring that certain
easements be granted to the Maryland and Historical Trust; and
providing generally for the issue and sale of bonds
evidencing the loan.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(1) The Board of Public Works may borrow money and incur
indebtedness on behalf of the State of Maryland through a State
loan to be known as the Dorchester County Jail Loan of 1989 in
the total principal amount of $2,000,000 $500,000. This loan
