REVISOR'S NOTE: This section is new language derived
without substantive change from the sixth sentence of
former Art. 56, § 313.

The phrase "without a license" is added to state
expressly that which only was implied in the former

The reference to meeting "the educational
requirements" is substituted for the former specific
enumeration of those requirements, to ensure that any
possible change in the requirements is reflected in
this section without the necessity of a conforming
change.
