(viii) the Mayor of Annapolis; and

(ix) the Superintendent of the United States
Naval Academy.

9-705.

The Council consists of the following 3 ex officio members:

(1)  the Chairman of the State Commission on the
Capital City;

(2)   the Secretary of General Services; and

(3)  the [Secretary] DIRECTOR of [State] Planning.

9-707.

(b) (1) The Council may not employ a staff, but the
Department of General Services and the [Department] OFFICE of
[State] Planning shall provide staff services for the Council.

9-1105.

The Office shall:

(1)  identify and evaluate the programs and services
for handicapped individuals in the State;

(2)  collect information to identify programs and
services that handicapped individuals need;

(3)   identify barriers to the delivery of adequate
services and recommend procedures to remove the barriers;

(4)  develop an information and referral service for
programs and services for handicapped individuals;

(5)   foster coordination of and support for public and
private agencies that provide programs and services to
handicapped individuals;

(6)  promote the designation of local or regional
offices to coordinate services to handicapped individuals;

(7)  monitor and encourage State government compliance
with laws and policies affecting handicapped individuals, and
recommend changes on behalf of handicapped individuals;

(8)  submit to the Governor and to the members of the
General Assembly an annual report that gives the status of these
programs and services and makes recommendations for more
effective delivery of the services;
