(d)  Unless the Governor directs otherwise, the THE

[Department] OFFICE shall distribute a copy of a special report:

(1)  subject to § 2-1312 of the State Government
Article, to the General Assembly;

(2)  to the head of each department of the State
government;

(3)  to the head of each local or regional planning
agency in the State; and

(4)  on request, to any federal agency.

(e)  The [Department] OFFICE shall make copies of special
reports available for general distribution or sale.

The [Department] OFFICE may exercise any power necessary and
proper to discharge its duties.

5-401.

(a)  To establish relative priorities and avoid duplication
and conflicts, the [Department] OFFICE shall advise the Governor
on the means and methods available to coordinate the plans [and
programs] of all units of the State government.

(b)  To avoid duplication and conflicts, the [Department]
OFFICE shall advise the Governor on the means and methods
available to coordinate the plans [and programs] of federal,
State, regional, and local governments.

(a)  The [Department] OFFICE shall:

(1)  harmonize its planning activities with the
planning activities of other units of the State government;

(2)  coordinate the plans [and programs] of all
units of the State government; and

(3)  cooperate with and assist other units of the
State government in the execution of their planning functions, to
harmonize their planning activities with the State Development
Plan.

(b)  The [Department] OFFICE shall:
