(1) 1 assistant attorney general; and
(2) any additional number of assistant attorneys
general authorized by law to be assigned to the Department.
(c) (1) The Attorney General shall designate 1 of the
assistant attorneys general assigned to the Department as counsel
to the Department. After the Attorney General designates the
counsel to the Department, the Attorney General may not reassign
the counsel without consulting the Secretary.
(2) The counsel may have no duty other than to give
the legal aid, advice, and counsel required by the Secretary or
any other official of the Department, to supervise the other
assistant attorneys general assigned to the Department, and to
perform for the Department the duties that the Attorney General
assigns. The counsel shall perform these duties subject to the
control and supervision of the Attorney General.]
Subtitle 3. General Authority and Responsibilities
of [Department] OFFICE
5-301.
(a) The [Department] OFFICE is the staff agency of the
Governor for planning matters WITH THE EXCEPTION OF CAPITAL
FACILITIES PLANNING.
(b) The [Department] OFFICE is the principal staff agency
for planning matters concerning the resources and development of
the State. In this capacity, the [Department] OFFICE shall
undertake special studies, submit reports, and give advice to the
Governor at the request of the Governor.
5-302.
The [Department] OFFICE shall function in part as an
advisory, consultative, and coordinating agency.
5-303.
To promote the health, safety, and general welfare of the
citizens of the State, the [Department] OFFICE shall prepare,
recommend, and periodically revise a balanced, integrated program
for the development and effective use of the natural and other
resources of the State.
5-304.
The [Department] OFFICE may accept funds, grants, and
services from public and private sources to carry out its powers
and duties.
