LAWS OF MARYLAND

Article 78D - Regional Planning Council
4.

(a)  The membership of the Council shall include three
representatives from the City of Baltimore, three representatives
from each of the counties of Anne Arundel, Baltimore, Carroll,
Harford and Howard, a representative from the City of Annapolis,
[the Secretary of State Planning,] the Secretary of
Transportation, the Secretary of Natural Resources, the Secretary
of Health and Mental Hygiene, THE DIRECTOR OF PLANNING and four
representatives to be appointed by the Governor, namely, two
members of the Maryland Senate, one of whom shall be a permanent
alternate, two members of the Maryland House of Delegates, one of
whom shall be a permanent alternate, and two citizens of the
State of Maryland, as follows:

(i) [The Secretary of State Planning, the] THE Secretary of
Transportation, the Secretary of Natural Resources, the Secretary
of Economic and Employment Development, the Secretary of the
Environment, the Secretary of Housing and Community Development,
and the Secretary of Health and Mental Hygiene, AND THE DIRECTOR
OF PLANNING shall serve ex officio as members of the Council,
except that each ex officio member may appoint an alternate as
his representative to the Council. Ex officio members and their
alternates shall not have voting rights and powers.

Article 83B - Department of Housing and Community Development

2-204.

The Administration shall have the following functions and
responsibilities:

(4) In cooperation with the [Department] OFFICE of
[State] Planning, carry out continuing studies and analyses of
sound community development and make such recommendations for
administrative or legislative action as appear necessary, paying
particular attention to the problems of metropolitan, suburban,
and other areas in which economic and population factors are
rapidly changing.

(b)  The Council shall consist of 7 voting members appointed
by the Governor:

(1)  The Secretary, ex officio, who shall serve as
chairman;

(2)  The. Secretary of General Services, ex officio;
[(3) The Secretary of State Planning, ex officio;]
