until completed, withdrawn, canceled, modified, or otherwise
changed pursuant to law.
SECTION 7. AND BE IT FURTHER ENACTED, That pursuant to the
plan of reorganization that is proposed by this Act, the
publishers of the Annotated Code of Maryland, subject to the
approval of the Director of the Department of Legislative
Reference, shall propose the correction of any agency names and
titles that are rendered incorrect by this Act and the correction
of numerical and similar nonnumerical cross-references throughout
the Annotated Code that refer to the provisions found in this
Act.
SECTION 8. AND BE IT FURTHER ENACTED, That on the effective
date of this Act, and contingent on the passage of and subject to
the adjustments contained in Ch. of the Acts of the General
Assembly of 1989 (H.B. 1475), the current positions of the
Director, Deputy Directors and Principal Counsel of the Juvenile
Services Agency shall be converted to the following positions in
the Department of Juvenile Services at the enumerated salary
levels: a Secretary, ES 910, $81,756; one Deputy Secretary, ES
6/0, $64,900; five Assistant Secretaries, ES 6/0 ES 5/0, $60,093;
and a Principal Counsel, ES 4/1, $57,312.
SECTION 8. 9. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning
Reorganization of State Government - Office of Planning
and Department of Budget and Fiscal Planning
FOR the purpose of reorganizing State government by creating in
the Executive Branch of Maryland government a new office to
be known as the Office of Planning; transferring the duties,
responsibilities, authority, and functions of the Department
of State Planning to the Office of Planning and to the
Department of Budget and Fiscal Planning; requiring the
Department of Budget and Fiscal Planning to provide certain
assistance to the General Assembly in the development of
certain plans and programs; restricting the authority of the
