plan; providing that the Department is subject to certain
laws; repealing certain obsolete provisions relating to the
Montrose School; requiring the Department of Juvenile
Services to develop and provide, within certain facilities
operated by the Department, drug and alcohol abuse
assessment or treatment services; providing for a conversion
of certain positions and salaries; and generally relating to
the creation and operation of a Department of Juvenile
Services.

Preamble

WHEREAS, It is the intent of this Administration and the
General Assembly to elevate the status of the Juvenile Services
Agency to a cabinet level department; and

WHEREAS, The Juvenile Services Agency currently ranks as the
tenth largest of the cabinet level departments and agencies in
terms of size of budget and sixth in size of staff complement;
and

WHEREAS, The Juvenile Services Agency is mandated to provide
direct client services to children within their own homes, in day
